The staff for York College's Center for Community Engagement, the York Nonprofit Management Development Center and YorkCounts share resources and responsibilities.


James DeBord
Director, YorkCounts

James DeBord joined the YorkCounts staff in 2006. James came to YorkCounts from the Pennsylvania Department of Revenue/Governor’s Policy Staff, where he was Executive Policy Director. As Executive Policy Director at the Pennsylvania Department of Revenue, James gained valuable experience in dealing with policy-related matters with external audiences throughout the Commonwealth.

James has been a partner in a market and public policy research firm working for a wide variety of corporations and non-profit clients across the United States since 1996. He also has extensive experience in the fast-paced arenas of public policy, marketing, research, strategic planning, and communications.

James received a bachelor’s degree from Albright College and holds a master’s degree from Villanova University.


(Damon) Beau Boughamer
Communications Specialist, CCE/YorkCounts

Beau joined the YorkCounts staff in 2007. Known by public radio listeners by his first name and air name (Damon), Beau served variously as a reporter, anchor, Capitol correspondent and news director during two stints at midstate NPR affiliate WITF-FM between 1999 and 2007. He took a brief time out to manage a friend's campaign for the Ohio State House of Representatives.

A Pennsylvania native, Beau holds a bachelor's degree in journalism from Ohio University (go Bobcats), where his first career started at public broadcaster WOUB-AM/FM/TV and where he first started covering politics for listeners in Ohio, West Virginia and Kentucky.

He and his wife Rebecca live just down the hill from Jacobus, in Springfield Township, and attend St. Patrick (downtown York) and Our Lady of Grace (Parkton, Maryland) Roman Catholic churches.


Angela Decker
Administrative Assistant,
CCE/YorkCounts/Brown Ctr. for Entrepreneurship

Angela, a Pennsylvania native, holds a degree in specialized technology. She is a mother of two who also runs an internet-based small business.


Jan Harrold
Director, Center for Community Engagement

Jan spent ten years in private industry, then served as development director for the YWCA of York and executive director of the Susan P. Byrnes Health Education Center before becoming director of the York Nonprofit Management Development Center (YNMDC) in 1997. The YNMDC is now a part of the Center for Community Engagement.

Jan has served on the boards of directors of numerous nonprofit organizations. Currently she is the president of the York Hospital board and serves on the boards of the Lancaster-York Heritage Region and WellSpan Health.

Jan earned her bachelor's degree in mathematics from Dickinson College and her MBA from Shippensburg University. She has also completed executive education programs at Harvard University's John F. Kennedy School of Government and Harvard Business School.


Suzanne McConkey
Principal Consultant, YNMDC

Suzanne came to the YNMDC in 2002 with more than 16 years of experience in public-sector management in both municipal government and education. During her tenure with the City of York, she served as a grant administrator and as the business administrator/human resources director, and she served the Lincoln Intermediate Unit for three years as director of human resources.

Suzanne serves on the board of the York County chapter of the American Red Cross and the Housing Alliance of York and was a 2007 recipient of a York Federal Fellowship in Nonprofit Community Leadership.

Suzanne holds a bachelor's degree in social studies and political science and a master's in public administration from Penn State University. She is currently an adjunct professor at York College, where she teaches "Leadership and Change."
