Rusk Report I This is regional planning expert David Rusk’s 1996 study of York County. It's a report that sparked the conversations that eventually led to the formation of YorkCounts. Rusk reviews Census data from 1950 to 1990 and identifies trends that are eroding York County’s quality of life: uncontrolled growth, concentrated poverty, economic disparities and fragmented government. Rusk also recommends specific actions for reversing these patterns.
